help required over mapping

help required over mapping
sent my car to be remapped but guy is having trouble mapping
my boost is staying at 1.2 bar even with boost controler off any one any ideas
my set up is my96 wrx
a hybrid fmic
ported headers an up pipe
hybrid boost controller
550cc injecters
walbro fuel pump an regulater
we have checked all wires an pipes they seem fine
need to sort asap
