Default Steering Wheel making noises and very stiff

As the title says my steering wheel creeks when i try to turn it. the noise is coming from just under the steering wheel and turns like a 50 pence piece.

any ideas on whats gone wrong? the car has been sat in the sun, is there anything in the steering column that could have dried out?
