Central heating of air box..???

Whilst having a looking around the engine bay the other day (05 WRX) I noticed that the air box has two very HOT pipes (water I think) running across the top of the box, WTF..! It's bad enough that air boxes/piping are always made from matt black plastic without having central heating..! WHY..?

I've just lined the top of the box, underneath the pipes, with heat reflective foil which I confident will stop a lot of heat getting into the cold air intake. Now if I can do this for a few pence & 2 mins, why isn't it done by Subaru..?

On my APS CAI the pipes are actually suspended above the Cast pipe on a bracket so there is no heat soak from these
