HKS FCD?

My mate has recently bought a MY95 WRX RA. The car has the usual Exhaust and Filter mods. Tonight we looked at the ECU and next to it there was a HKS FCD. Has this been fitted in tandem with another mod maybe?
It seems to have a dial on it for adjustment and it is currently set at number 1 towards the cut side of the dial. (hope that makes sense)
The car seems to drive alright a bit of hesitation now and then.
The ECU is a Z5. Is that standard for that year and what is the BHP for that year and ECU.

the hks fcd when on 1 is at its lowest - 12 being the highest for the cut.
The person before your mate, may have fitted a manual boost/bleed valve or something which made the boost higher than the ecu thats in it and obviously used the hks to stop the ecu from using its on fuel cut level.

12 is actually the LOWEST setting and acts effectively as if the thing isn't there.
1 is far too high a setting as it will give you an effective fuel cut point that will be well past the expiry point of your engine.
What number you set it to will depend on what modifications the car has and where you want the fuel cut point to bhe for safety.
