I stand corrected, 
it was the torque figure that remained unchanged phase 1 to phase 2 MY97 on.
Take a pic under the bonnet for us to have a look for anything obvious. Has it got a non standard exhaust system?

Also the exhaust is standard and from what I've learnt so far these are quite restrictive so it wouldn't make sense to say remap/chip it etc w/o changing the exhaust first.
