Default Fan only blowing hot air?

Had the heater dial turned to cold, and its blowing out hot air

Tried the air con and its still hot. Does seem a little cooler if you turn the dial to full temp, but its still hot.

My water temp guage (standard one) is showing a bit low too.

Any ideas?

Could be the heater control unit. This went on my classic and was causing me to get cold air all the time. Basically the control unit controls a little motor to open and close a flap behind the dash. The flap varies the hot air content.
Worth poking your head under the dash/into the footwell to see if the flap is opening and shutting.

Sounds by far the most likely thing, it's odds on it's to do with the heater ducts / flaps / valves etc rather than something more sinister.
