Flat Spot - Blitz Nurspec

Recently had a Blitz Nurspec System put on my car, with a Jap-inovations down pipe, this was a replacent for a Full Mongoose system...FC Commander was tunned...

When i rev the car in neutral, i takes a small breather before reving...Is this a Flat spot?
