HKS Dump Valve

Just brought a second had hks dump valve and was wondering what the bolt on the top was for? it has 'A' and 'B' depending on which way you turn it??

if its the one im thinking of , if your idle becomes iratic you can adjust this to bring it back to normal

Does it adjust the spring pressure?? I was told that these type of bov's can't leak???
