MY95 4 door model comes with 260ps running 100 ron fuel (around 257bhp).
First things first.... forget the super chip, not good.... the scoobyecu is a better route.
Performance wise... well speak to your insurer first, adding filters, exhausts, backboxes and ecu modifications will up your insurance for 95% of insurance companies policies.
Performance wise, keeping it sensible is better than going all out, the wrx came with 380cc injectors so they will have an upper limit, much more than 280bhp and you could cause problems with fuelling if your modifications are not done correctly
The expected gains will vary from car to car, but an exhaust will add around (full decat) 15-20bhp, it will also up your boost as you wont have as much back pressure, a knocklink will be needed, optimax and octane booster will be necessary (just running sul or optimax on a JDM car is like putting a loaded gun to your head and pulling the trigger IMHO), and your hardest part will be where to start first, so ill tell you
Knocklink, a must on a JDM car.
Ring your insurance co, will they accept mods?
If so, your brakes are the weakest spot on the car in performance, these will need sorting first otherwise you will have problems (not you may have problems but you WILL have problems )
The scoobyecu, filter, exhaust all really want to be done at the same time.
You will have to find out about the scoobyecu also, off hand i cannot remember who does them but you will need to speak to them and ask them about the compatability with your other mods.

The 1995 also came with a TD05 turbo, so higher boost will be ok on the TD05. Aswell as what you have mentioned i would bare in mind the following mods.
FSE boost valve
Uprated Fuel pump
Apexi AVC-R
Apexi AFC
These mods allow the ECU to not need altering (apexi).
