Try going for 350 BHP with a really big, efficient FMIC and a generously sized turbo.
200 BHP per litre and reliable in a hot climate is taking too much of a risk IMHO.
A 2.5 transplant may be an option as it would need lower boost to achieve 400 BHP, and it is only 33% over standard for this engine. If you got the right components you may be able to do it with only 1.0-1.1 bar.
As always there are pros and cons to each option.
Budget? Octane of fuel? Good ECU mappers on hand?

AJF: is there any chance you could keep us up to date on this project? It could be rather cool to see pics/specs of an Impreza developed regardless of cost.
If the budget really is almost unlimited, then why not ask an overseas mapper to travel and do the job?

Spec of the Litchfield T25 would be a good starting point, I suspect it probably would do 400 BHP with a big FMIC and a little more boost since the turbo is already an upgrade on the standard twin scroll item I believe.
