I think fuel cut is at about 1.25 bar-1.1 seems to be a safe level+ allows for any change in temps(colder) which can raise boost levels with a manual boost control.

2 easy : yap...afaik cutoff should be at 1,25 but it never kicked in on mine 1,3b...well it is 1,3 on a cold morning and about 1,15 at +18c and about 1,05 at +25c...of course i'm talking about 5th gear...0,9 was before full decat
