Speed is not limited by the ECU - I race a 1994 WRX Subaru and I have no problems with top end. Well other than imports have a lower ratio gearbox than UK cars and therefore as such don't run such high top ends but then that's pretty irrelevant unless you are going to drive down the motorway regularly at 140mph plus.
As Gus says the convertor is from the gearbox.You need to buy a KMH to MPH speedo convertor which also derestricts from the Jap limit of 180kmh/112mph.
Try Elite (they advertise in Banzai/Jap.Performance mags).
What you should realise though that over say 120mph the enrichment control contained within the ECU will not work as you have to disconnect it when you change the convertor. Imported cars are not designed to run continuously at higher speeds than 112mph.
Therefore if you are driving at over 120mph for long periods you "could" cause damage to the engine due the engine running lean as the enrichment is not working. A different ECU will assist with this.
However, unless you are doing regular track days on "power" circuits, e.g. Thruxton, Silverstone, etc, it is unlikely you will have a problem. Certainly the odd blast at over 120mph shouldn't hurt.

I have just checked a WRX95 map and they are speed limited in the ecu with a progressive cut from 110mph to 113mph. The convertor 'frigs' the signal to the ecu to over-ride the cut. With the scoobyecu there is the capability to change the 'speed-cut' so you will have a derestricted car with better fuelling and ignition maps and increased boost

the ecu runs a three stage speed limiter same style as rev limit..
as said the clocks in a jap car are cable driven and provide a pulse to the ecu (VSS input) the uk cars run a speed sensor on the box and this feeds the ecu and also the clocks
ps..
who told you this bollocks.. I see what people mean when they you read crap on here..
the Map in the ecu is based on LOAD.. not speed. (yes I know they are related, however.. wrong again!

I can only go by what I have been advised from one of the leading specialist Subaru aftermarket companies.
To quote:
"On grey imports when converting from KMH to MPH and derestricting the engine, the enrichment will not work well over 120 MPH and it seems that sustained high speed driving over this speed may lead to engine damage. A cure to this would be to change the ECU to an aftermarket one".
With regard to the gearbox, what I was saying was that the Jap market Impreza has a lower top speed than the UK market Impreza as the gearbox ratio's are lower, e.g. a UK model may top put at 150mph but a Jap model perhaps 145mph. I realise that the ECU plays a part as well.
It would be interesting to know from the many posts on Scoobynet with owners with blown engines how many owners had original ECU's and how many had aftermarket. I suspect the former will be the majority by far.
