Better in some ways, worse in others.
It's better in that you can shoehorn in a bigger core, and the front-mount location should get more cold air, and be less susceptible to heat-soak than the top mount.
It's worse because the longer inlet piping means more lag, and because in the event of a front-end shunt, your I/C will almost certainly be fubar.
