Des this sounds dodgy!
Personally to strip a car to bare metal I would get it shot blasted. Scraping is impractical and chemical methods could be unreliable and dangerous.

Not being funny but try nitromors and small abraisive like rice or lentils.
The nitromors will penetrate the paint and the rice/lentils chip off stubborn paint.
