Boost question

I have a UK 1995 Series McRAE and I dont think it is boosting like it should.
It boosts between 6 - 10 psi from 3000 - 5000 revs only on rare occasions and when I cane it up to 5.5 - 6k + do I see anything near 13psi.
I have had a Prodrive style dawes device fitted but to now avail the boost will not shift upwards???
