I was wondering , on my MY00 turbo when i change up a gear gear say at 3,500 or so rpm ,,when i let off gas to change and to engage clutch i hear a woosh type noise sounds like a leaking exhaust ? im thinking this is the dump valve releasing exhaust pressure

is this correct ?

Sounds like it. If it is, you will find it attached to the front right side of the intercooler. The OE item has a large pipe attached to it, but if you have a VTA dumpvalve this big pipe should be floating around with out being attached to anything.
