Default EJ20K/R Coolant Temperatures

Would anyone here happen to know the warmed-up operating coolant temperature of an EJ20K/R? I recently put a Link WRX4X (factory-modified for Twin Turbo control) into my Legacy GT-B and have had coolant temperatures between 94-97°C while idling (fans don't even cool it down, it just rises Lambda sub .950-1.000) and up to 98-102°C when driving, especially at light throttle on the highway (the car was running a lambda of 1.02-1.08 at these times and I have been trying to fix the fuel table). The only way to have the temperature drop is to rev the motor to 2-3k when stationary, then let off. On the highway, I have to give the car a good amount of throttle to speed up, then let off to cool down. I am not ruling out an issue with the coolant system overall. I want to make sure the temps aren't getting out of hand, should the system be functioning correctly.

Sounds like improper coolant mixture, too little coolant or an airlock and at worst an issue with the water pump
