Telling from photos is very difficult, but I had a td05-20g back in 2008ish from Andy, which had a similar housing. However, I don't recall my compressor housing looking so rough, if that makes sense.

If it's a bullet turbo, you'd expect the compressor wheel to look shiny - can't tell on my phone if yours is.

No idea on repair costs, but if you send it to someone they should be able to rebuild it.

Btw, I don't think Andy had the turbos specced "for him", so to speak, but the good thing about them was that they were at least genuine mitsubishi units. mine was great, and I regret selling it.

Even a paper weight can be rebuilt

You could send it off to a company that rebuilds turbos and have them change the bearings and wheels to eg billet wheels etc - then you'd know exactly what it is.

I don't think there's any magic in the exhaust and compressor housing, for example, so they may well be possible to reuse (and even the middle bit (chra) depending on what it is like once taken apart).

I don't know the cost of a rebuild, though. Might not be cost effective if paying someone else labour etc.

I've contacted a local company to see what they think, I've got a brand new VF48 on now because I was desperate to get the car ready for Rallyday this year. I'm not to impressed with that turdo
