Default Only revs to 4k

I had to change the turbo on my 2002 sti type uk.Turbo rebuilt by Universal Turbos with a bit of a tweak. No mil light,no codes, rev limiter set to 7.5k and will no rev higher than 4K.Disconnect maf and she revs all you want.Basically a standard EJ207,RCM exhaust manifold, billet innards in an fv37 turbo.Any help would be welcome!

Speedo works.Everything is great with the car as long as the maf sensor is disconnected.Have checked the sensor and is working fine.Checked wiring and all is ok.No codes present and no mil light on dash.

Had the original turbo rebuilt but the casings were machined out to fit billet impellers.
