Default Weird Problem

upon putting the key into my 95 JDM WRX and turning it all the way but stopping just before actually starting the engine the boost solenoid (drivers side turret solenoid) starts clicking in and out constantly and the engine fans come on and off intermittently.

this is after the battery died and I removed the immobiliser, however it started doing it before the immobiliser had even been touched so its not an issue with wires being moved / linked incorrectly.

Anybody know what might be causing this?

thanks for any help

You havent left the diagnostic plugs plugged in under the dash have you?

Two green plugs, two black plugs under the drivers side above the pedals. Maybe plugged them in thinking they should be together all the time? They are only to be plugged together when diagnosing. Have a look.
