Some manufacturers claim it would seal without gadkets (since they are cheap i will go with gaskets on both side).
As for fixings its probabbly down to spacer thickness (i will use only 3mm one).

On my old spec-c I had gaskets both sides of the tufnol spacer, on my new car/engine I have 10mm tufnol spacers from the clinic and they have a thin rubber gasket insert built into the tufnol spacer no need for gaskets either side with these ones

You should use gaskets both sides. It may seal without but I wouldn't risk it.
But as above get the ones with o-rings then you don't need gaskets. If you are using 10mm spacers I would definitely get longer bolts. They are cheap and if the OE ones are too short and don't engage enough thread you will strip the threads in the head and then you are buggered.
