CIGAR LIGHTER SOCKET + DOOR MIRRORS NO WORKY NO MOREY . . . ! ! !

As title, the cigar lighter socket and door mirrors' motors have stopped working at the same time (i.e. nothing happens anymore when using any 12V appliance in the lighter socket/pressing the switches for the mirrors, respectively). Head unit is still working fine, though.
This obviously leads me to believe that a fuse has simply blown(?). Or could it be a relay?
Can anyone confirm if they are indeed on the same circuit and/or which fuse/s (or whatever) is responsible for the failures.
Car is a MY99 STi 5.

Just had a spare moment at work...
It is indeed behind that pocket. Not quite as per that drawing, but the back of the pocket sports a sticker of a plan of what fuses are what and No.4 - yellow 20A - was the one. It was indeed blown bigtime.
I've never seen those mini versions of the Blade-style fuse before... Do Halfords stock them?
Or can anyone post me one?

Okay, so replaced fuse... fired engine... operated mirror switches... nothing!
So checked fuse -- blown again.
So replaced it with a third fuse... turned ign. to "ACC.1" -- fuse still intact.
Moved to "ACC.2" (think this makes all circuits go live?) -- fuse blows.
I'm no sparky but I assume, for whatever reason, as soon as it's switched to "ACC.2" it's getting either a momentary spike of over 20A... Or getting a constant feed of over 20A?
Why is nothing ever straightforward with bloody cars.
Any ideas people?

Update.
It's all fixed.
Matt @ RCM found the fault...
My car has this strange thing from Subaru - 'POWER CONTENT' - fitted. (I think it must have been an optional extra that the original Japan-based owner must've spec'd).
It seems to be some kind of peripheral electrical thing to plug something into, as there's a strange electrical socket on the panel where the handbrake is, with said 'POWER CONTENT' written on a flip-up cover.
I don't use it at all, as I don't ultimately know what it's for. Anyone know?
Anyway, Matt tested its circuit both open and closed; when connected up, it was shorting and blowing the lighter/mirrors fuse.
So I had Matt just simply disconnect it and tape up the free ends. That way, a future owner, should they want to, can easily reconnect it (and attempt to trace the fault).
It's all fixed.
