Question help,Neutral position switch question

Neutral position switch, 0v in gear 4.81 in neutral when engine is running, when engine is off but when ignition is on the readings dont sit at 0v in gear it sits up abit, is this right cause a manual a have says it should be between 12v and 14v in neutral and 0v in gear, car is a 93 wrx 5 speed, also if faulty would this cause running problems cause im having bogging issues and hesitation on light throtel, and full throtel just feels like theres no power, but then it kicks back in again,it doesnt do it all the time, ive tested most other sensors via ecu and they seem to be with in spec all except the neutral position switch, also checked coils and plugs and seem ok, any help would be greatfull.
