Default 2010 wrx surging issues/tuning locator

Hello, I am new to this country of England and my car just cam off the boat from shipment. I started having issues about 4 days after I picked up my car from the vpc. What is happening is at RPM's <4000 I am having Big surging issues. no issues whatsoever, still makes target boost and pulls great once it spools. in idle I can rev it all I want and not see any issues. It almost feels when im driving like someone is tapping the brakes lightly and bogging it down about once every second. any help would be appreciated.

Mods
-perrin ELH
-up pipe
-down pipe
-high flow CAT
-3in Catback
-Aquamist hfs-3 (I think) (currently not running due to excessive flow issues)
-cobb short ram
-process west top mount
-1100cc injectors
-stage 3 clutch
-Tune is 91 octane (US) map through protuner in AZ using COBB
-Feal 441 coilovers
-slotted rotors with HAWK Pads
-RPF1's

It all really started right after I noticed my aquamist was dumping water 100% flow at any throttle above 1500 RPM's

Tuning----- Where is a good shop for a remap with still keeping my accessport and is not super expensive. also a shop that can look at my car. Anywhere near Cambridge would be nice.

Running at 316 WHP and 369 FT LBS

Just to pint out that your bogging issue is more than likely fuel related....

If you are tuned for 91 octane with water injection.

And your running on 97 or 99 over here with water injection you are going to have massive issues with it running rich and fouling up the plugs and flooding etc
