Default No power to ECU

I have reshelled a JDM WRX , the engine was running in the damaged car so i know it should go,

the shell i bought was bare , so everything was transfered over

I couldnt get the car to start in the new shell, i changed cam sensor, crank sensor, coilpak. still no start. My loom was badly butchered at some point , so pulled the engine again , and replaced it with another known good loom from the same year/model of car. engine back in and still no go.

With the ignition on all lights are on the dash as they should be
The fuel pump primes at it should
the car turns over but will not start

There is no imboliser as it is a JDM

I have begun working through the service manual diagnostic

1. Pulled the relay and tested it, it clicked with 12v power and the readings were well within spec

2. B136 has 12v on pin 11, but NOTHING on 1 & 2

3. All four pins read less than 1 ohm

So if the relay is fine, is there anything else to check between it and the ECU ?

Any help appreciated
