Default UK Ecu in an import WRX

A bit of help and guidance please.
I have just bought a 1994 Import WRX GC8B48D and noticed it had the wrong speedo in it, the Rev and speed dials round the wrong way but as it had white dials I assumed someone swapped them to look nice. Went to fit a correct year STi speedo and notice there is no speedo cable and the gearbox albeit still an early Wrx box has electronic rather than cable drive.
Looked at the ecu and it is running a V7 Code UK ecu.
I noticed some of the wiring to the ecu has been spliced into mainly maf, cam and crank sensors from what I can work out
My questions are
Is it easy to put it back right? What sort of wiring should I be looking at doing?
Why would someone go to all that trouble?
I looked inside the box and see it has a carrier for a chip, so can I fit a chip and cut j1 resistor? Will it run ok or will I still need to sort the wiring?

The only reason I can think of is that the engine has been changed with what could be a UK one? I've seen that cam, crank and maybe MAF connections need to be swapped around at the ECU to do so. My car is a 97 UK Turbo and it has an electronic speedo too, as far as I know the JDM ones at my year still had a mechanical speedo.

It's definitely the original engine, a CDB.

Maybe someone just tried to bodge the piggybacked UK ECU in to the car then and had to run UK clocks to do so. Strange!

It is weird, I was thinking of trying to get a chip for it until I can afford an esl but I may go down the route of putting it all back to standard and getting it on the rollers to make sure everything is safe. At least I know its not straining the engine / injectors lol

early wrx box/car should be cable speedo. uk boxes/cars were electric.

Gearbox code is definitely import and it definitely has electronic lol
See why I'm gonna call it Frankenstein
