I need a plummer, Norwich area

As above.

Can't turn the taps off to fit a new washing machine.

Apparently they are in the off position and still water comes through.

Can't help with a plumber but have you tried turning the water off at the mains and getting a new washing machine tap? Should prove waaay cheaper than a plumber
