Hydraulic tappets true or false?

My cars in for a service today, and the mechanic and myself
discussed this on going oil issue.....

He said that thin oil used to be a problem for scoobys
back in the days when they had hydraulic tappets apparently
upto 1997 (I'm not so sure?)

Mine is the new WRX
Another garage told me that the tapping that I hear first
thing on start up is the hydraulic tappets before the have
a chance to fill up!

Can anyone show me the light?

P.S. I told him to put Castrol RS 10W-60 in anyway!
P.P.S. they are both subaru garages!
