Is the fork "clicked" back in to place correctly?

You can see the diaphragm moving but its prob not getting full "throw" to disengage the center plate from the flywheel.
As redscoob said or the release bearing is adrift.
Did you change the flywheel at the same time for a lightened one ??

Its a std flywheel.

How can the clutch not be clicked in correctly? its a pull type so diaphragm wouldnt move at all would it if the bearing was not engaged?

Perhaps new driven plate is a bit uneven causing drag. Will it start in gear with pedal depressed, if so you can do a few starts to get any high spots off.

It wasnt pretty. started it up in gear on the stands, dipped the clutch and put the handbrake on while holding it at about 5000rpm.....................................!

After that I brought it up to the biting point a few times with the hand brake still on

Sounds a bit brutal. Glad you're sorted at no additional cost.
