"Fuel cut" ?

I was just trying to explain 'overboost/fuel cut' in a mail to someone, and realized I was not sure of the following...
When the ECU decides your boost is way to far on the right on the fun scale, does it :
1) cut off fuel injection
2) cut off ignition
3) both at the same time
?
I wonder because we always use the term "fuel cut", but cutting the fuel without cutting the ignition sounds very much like "running lean as hell" for an instant) to me.
Is it comparable to hitting the rev limiter ? (I don't mean the feeling, I (and my nose) know how it "feels", just wondering about how it works.

It´s no problem to stop the "fuel delivery" completely while the engine is running. (besides the fact your head is smashed against the windscreen ) The mixture doesn´t become lean, because there is no mixture at all! There is no combustion also, so temperatures are not rising.
Cutting the ignition only will burn the catalyst immediately. (if this one is not sleeping somewhere on a shelf )
