What are the differences between a closed and open engine deck?

it comes down to more material in the block which support the liners at the face which mates with the head gasket.

by supporting the liners more they are prevented from walking and hence distoring at high boost, the closed decking also provides a better seal for the gasket as it is clamped over a larger area.
