It just adjusts the spring tension.
On soft, the valve will be louder/will vent more easily, but if you are running high boost it will have a tendency to "crack" early and leak boost, which will effect performance.
You need to find the right set point for your car based on how loud you want the valve and how much boost it is able to take without starting to vent.
