what do cams do ?

hi there
i have a UK car (MY99)and hve been adviced to change my cams to get more power ?. does anyone here have any experience with this matter on a scooby?. the car has got quite a lot of torque but is down on bhp. 245bhp against 283lb/ft of torque. it would be nice to get the bhp figures similar to the torque figures. i have full decatted exhuast and link ecu
