From: Over 500ft/lbs of torque @ just 1.1bar
I have a UK MY99 with full-de-cat, HKS SSQV, Tek 3 mapping running 17.4psi peak boost.
Need a new turbo and was considering a IHI VF34/35 or similar. Can I expect much difference in power/torque from a TD04?
Will I need to do any other mods if changing the turbo or is it fairly straight forward?

Fuel pump as well if not already done. Your next limits will be the tmic and injectors (you'll be stuck at around 1.1 bar due to IDC's).
You'll notice a large difference from the midrange on - the td04 really is too small for anything much above 5k. Biggest drawback will be having to wait ~500 rpm longer for 1 bar, but the car will pull better anyhow due to less backpressure from bigger turbo.
