What would be safe mods to increase the bhp on my MY99 UK Impreza Turbo?
I have already started with a Scoobysport Back Box but I dont think this has added any extra go. I also have a decat centre section to be fitted. I know that the MAF on my car is sensitive and that an induction kit is not a good idea. Should I be OK to add a K&N panel jobbie?
250bhp would be a nice round number!
Any help appreciated.

Filter won't actually help very much.
If you want safe, replace the MAF with a new one - the new design is much tougher, and is probably one of the best 'safety' mods you can do
Decat on a classic releases a lot, and should be less stressful for the engine than running with a cat, so also good

Was interested in the comment about a new MAF.
Can you please be more specific regarding from where, model, make etc and cost.
I am concerned about the induction kit route as I have heard too many bad reports of poor air\fuel mistures and big bills as a consequence.

You could do what I've done (MY00). Don't know what extra power/torque, but it certainly feels more exciting to drive, compared to standard...!

AFR.
Boost Gauge.
Lambda Sensor (when AFR informed me mine was knackered )
MAF Sensor (you never know...)
Hayward & Scott open neck split down pipe.
Hayward & Scott 3.5" silencer.
K&N Panel Filter.
GBE Mk2a MBC (set to 16psi).
I hope that will keep me happy for a while...!
Regarding your MAF question, any main dealer. Mine (Oaken) did it for £62 + VAT. Part number is 22794AA010 - Meter CP-AIR Flow

I'm confused< I did the full decat thing on my UK99 (Scorpion full system) And I can honestly say that the car doesn't feel any faster!! I know everyone agrees that this is a great mod but I dont think that it is worth doing on its own.If you are going to decat the exhaust I think the car should be remapped also in order to get any real benefits.(Ps I hate to admit this coz I havent had it remapped yet!)
