Question

Can I expect the same gains that I got from decatting the down pipe by fitting a de-catted up pipe?

You won't get quite the same increase, but you will get an increase that's worth having.

having both the up-pipe and downpipe ditted to my 01, i am inclined to agree with pete on this one.

having the two together make a 'feelable' difference.

Would you recommend an up-pipe for a Sti 7 as value for money / performance .
