Can anyone recommend;
Somewhere that can `strengthen` a std open UK block (EJ20)- either close it or wire ring it.
A source of closed desk blocks.
Would a 2.2l legacy closed deck block go straight in, heads etc?

AFAIK scrapped (or just very tatty for sale cheap) legacy turbos are the best source of closed deck blocks at the moment. Early imprezas have them too, but they are unlikely to be had cheaply.
It's one of those things that carries a premium, despite being quite cheap to aquire from the right place
