Radiator Fan

Hi,
Had a new radiator fitted recently as the old one collected a stone and lost it's ability to hold any water - not good!
Water temperature now seems to reach mid way up the scale very quickly and stays there. When I then stop the car, engine running still, the radiator fan doesn't come on. How can I test if it's working correctly?
After leaving the car to stand, engine off, for nearly 2 hours, the bit you sit in (cockpit sounds too grand a term) is pretty hot - way above the outside temperature. Is this normal? I don't remember it being like that before. Checked the temperature gauage and it's still mid way up the scale. I guess that it's about 18C outside today.
Anyone find the same sort of thing?
