think the main reason is to "fix" things that don't work correctly!
What is happening to this once great company???
"Resolves an issue that prevents iphone from using the cellular network"
"Fixes a passcode lock bug which sometimes allowed access to passbook pass details from lock screen"
"Fixes a bug that prevents iphone 5 from installing software updates wirelessly over the air" - you have to use another fix first though to allow your upgrade to take place!
"Fixes an issue with the camera flash that doesn't always go off"
"improves reliability of wireless connection to wpa2 wifi networks"
So they release incomplete maps, and it looks like the os itself is incomplete and rushed out. More heads to roll me thinks.

The bad software release you refer to was the most successful firmware update ever rolled out, by anyone. The envy of the mobile OS world.

To be fair, the maps app has improved over the past week or so. Well, not the app, but the actual data, especially the imagery.
In some cases, better (more recent) than Google. So they are getting there.
Vector data is still pretty course, but again has improved. All those Google Geospatial guys they hired are obviously doing their stuff.
As for 6.0.1, well, I for one would rather they got fixes out quickly, but would prefer those fixes shipped with 6.0. One thing Android has going for it, the testing is much more extensive before release, but I guess they are not tied to hardware releases.

Did apple advertise the fact that the release was bug ridden? of course they didn't.
Do you think that the majority of people if they knew would have updated? of course they wouldn't.
Do you still think it's the envy of the mobile OS world? Of course it isn't

15% of all iOS devices updated in less than 24 hours. In 5 days over 25% of the 410M iOS devices ever sold were running iOS6.
Android Jelly Bean was installed on 1.5% of all devices in 2 months. Ice Cream Sandwich is still only at 20% after over a year.
Apple are equally as good at updating their PC's. Uptake of Mountain Lion was equally as stunning, the envy of OS developers.
Producing the hardware and software is the only way you'll ever achieve this. Hopefully Microsoft can adapt to this model and give you Apple haters some of the benefit.

iOS devices are more OSX like and OSX predates Xbox. But yes, they're all a great idea as the software and hardware are developed for each other. The patchwork world of Android is the opposite end of the scale. A kludge.

my point is that it is a shoddy incomplete release. It wasn't advertised as being incomplete therefore people upgraded to it.
Your stats don't mean anything in this topic, android covers many manufacturers, ios covers 1 of course the take up rates are potentially going to be greater for a 1 manufacturer os.
Due to the saturation of android devices (too many devices released in my opinion by the same manufacturers) not all manufacturers will release updated android software for all their devices. My 3yr old desire hd is not getting official release of jelly bean however it is currently running it perfectly with everything working and guess what, it was created by hobbyists who still manage to create a complete working os
