Nope dont think so, its just done in the HTML IIRC, nothing too flashy, but i could be proved wrong!
(not used Frontpage for 3 or 4 years now!)

Nimbus - it was one of the delights of FrontPage...not
You can also use DHTML/Javascript etc for advanced effects, or a simple meta tag:
<meta http-equiv="Page-Enter" content="blendTrans(Duration=2.0)">
etc etc - not very user friendly though

I would not like to see it on every page as they have it. But it looks good for the home page.
