Default PSU fan not spinning; Normal?

I've just been rooting round the back of my pc to plug something into a USB port, and noticed that my PSU fan isn't running.
Is this a normal feature of this cool and quiet technology, or is it a fault?
I can't say it's any quieter than it normaly is, and it's been on for an hour or so with no problems, which is what makes me think it might be intentional.

Cheers in advance

The PSU fan should always be on, turn the PC off and get it checked before you overheat anything.
A PSU have a quiet feature, would have improved bearings, and might have variable speed but never completely stopped.

Cheers for the reply. Looks like I'll have to use my other PC till I get it fixed. I presume the fans are changeable? PSU came with the case, an Antec Sonata II
Looking at this one I'd say it's never worked. Nearly 2 years old and clean as a whistle, whilst the large one for the case has some dust build up

If you're on a budget you can easily just change the fan. Just make sure the air is blowing out!

I've just removed the PSU from the case, and there's a second fan on the interior side of the PSU. That fan does seem to have been working. Is it possible that it used this one permanently, and just uses the second when the heat becomes too great?

Certainly possible, but I'd expect the external fan (the one you can see from the back of the case) to be the full-time one, and the one inside the case to be the one which turns on and off. But I don't know for certain - cool'n'quiet is for wimps...

I don't use my PC for gaming, so don't really put it under any stress, just photoshop and web browsing really. So quiet for me is a priority.

Having found the PSU's part number, it does indeed have one main fan, and one for those really hot moments, and the one inside has definitely been running by the look of the dust on the fan edges.

If you open up the PSU make sure it a been disconnected for a few hours as they still retain enough residual current to give you one hell of a jolt.
