Played it on PS2 and have it on the PSP, its not bad. Basically its just extra missions from GTAIII which is not a bad thing. Graphically its pretty poor compared to Vice City, but still fun 
Vice City Stories should be much better.

My wife bought it for me today so I've got to wait until she gets home to play it
