Default remote keyboard locking

i need a software to remotely lock a PC's keyboard and mouse.

i got some PCs in another office for DR but other users keep using them and messing it up. so i want to be able to lock the keyboard and mouse remotely and only unlock it when in DR. anyone know of any software/app that can do that???

Security policy on the workstation?
Set allow logon to Admin only or Admin and a DR group.
When you invoke DR, add all the users to the DR group.
