Prolly been done a million times already, but if you'll indulge me....
I have BT openworld broadband wth built in popup blocker.
Even with this set to high and not allowing any popups from any sites, I still get the fantastic offer of "A free polyphonic ringtone" Whoopee
Any idea whats going on? I've run spybot a few times and nothing seems to shift it.

What does the popup look like - it could be windows messenger service which you need to disable

 

Does sound like Messenger - download this little app and see if it still occurs after running it.
