far too general a question for a simplistic S'Net answer
If you simply want a ready made web-site with news articles and content management look at something like phpNuke (use google).
if you want to learn PHP and start from scratch you will need to buy a book (try amazon).

aint a clue how to use mysql databases etc tho. i'l av a look at the nuke thingy when i get home then
