If I wanted to learn about designing web sites (I currently know a little HTML and have used the basics in Frontpage and Dreamweaver) What are the best books to teach myself cool web designing and what are the best apps to use, Dreamweaver, Frontpage, Macromedia?

Hi,
The best app if you really wan't to get to know the basics and build up your knowledge is Notepad and a HTML book like this http://www.amazon.co.uk/exec/obidos/ASIN/0764516434/ref=sr_aps_books_1_1/026-1540727-1190015
This will teach you how to code in HTML which webpages are built up from.
If you're more interested in simply designing pages in a WYSIWYG interface I would recommend Dreamweaver 4 MX (You can download a trial from download.com).
Don't use MS Frontpage in my opinion it's total crap
Personally I taught myself everything I know about webdesign and programming from surfing the web and looking at tutorial sites.
WebMonkey is a good site: http://hotwired.lycos.com/webmonkey/
Also checkout sitepoint: http://www.sitepoint.com

It depends if you mean design or development.
Development - HTML coding, CSS, client and server side scripting.
Design - layout, colour harmony, typography, useability, photography etc.
Development can be learnt from books and sites such as www.w3schools.com and depending on what technologies the site uses, programmes like Dreamweaver, Visual Studio. Frontpage is very poor at what it does - it adds a lot of "cluttered" code, which both slows the pages down and makes it difficult to see what the code is actually doing.
Design is a bit more tricky. As it encompasses so many elements it's probably best to look at good design examples on sites such as www.coolhomepages.com and www.netdiver.net.
