ADSL remote server not responding 721error

Finally got hooked up with Bulldog. Could a cheapo microfilter be causing connection problems?
I've double checked username/password etc, but I just cannot get authenticated to their servers. Any other settings I should be aware of using a USB Alcatel through Windows 2000 (temporarily)?
I lose the use of the phone too, when I have the modem plugged in, which I know must be a microfilter issue.
