Won't recognise DOS commands?

Question

Reformatted my old P133 IBM Laptop and it won't recognise any Win95 or 98 bootdisks. I've got the MS original, downloaded from Bootdisk and had 3 copies sent to me and none work. I do have an old home made 98 start disk that works though. I can get to the C; prompt and the CD D: prompt but typing any of the usual DOS commands to try to kick off the Win 98 CD does nothing - e.g. Extract, Setup, even format does nothing.
Any thoughts why the laptop won't read the boot disks?
