Think it's officially called 'Rosso Racer', it's down on the release schedule this year anyway as that and Outrun 2 isn't mentioned at all.
It may also come as an upgrade for the Club Kart simulator -
It's 'Initial D - Version 2' that's pulling in the money at the moment, one of Sega's strongest drivers since Rally 2 imo.
After purchasing a card (£1) you can then customise your car and save your progress for next time you visit.
I have extensively 'tested' this game and it does play very well.

Out Run 2 - Heading to Xbox?
I heard possibly the greatest news ever tonight. Out Run 2 should be heading to Xbox soon. Check this from TotalGames! Sega is close to unveiling the coin-op version of Out Run 2 in Japan. The game is the true sequel (forget about Turbo Out Run, Out Runners and U.S. Gold’s excruciating Out Run Europa) to the Japanese firm’s classic 1986 racer.
The news is that the arcade version will be running on the Chihiro board, which is based closely on Xbox technology. Naturally, this suggests that the game is most likely to be converted to Microsoft’s 128-bit console.

Another unconfirmed link is the link between SEGA and MS, they are making a new arcade board based on Xbox hardware on which several SEGA arcade games will be based, currently announced are House of the dead 3 and Outrun2. Sega's links with NAMCO could mean a shift away from Sony hardware to the new sega/ms board for many New sega and Namco games.

Sega's an independant software company now. They'll port it to whatever will make them money = Playstation2
If it is running on near XBOX hardware, I imagine it would be ported to that to, despite XBOX having a dire reputation in Japan.
Microsoft expressed and interest in buying Sega, but nothing came of it.

Sega are currently using 3 types of hardware -
Chihiro - as fitted to VCop3/Hotd3/CrazyTaxiHR etc, Xbox based P3-733/GF3 spec.
Triforce - VStriker 2003/F-Zero AX, Gamecube based IBM Gecko CPU/ATI custom
Naomi2 - Club Kart/Route66/SoulSurfer/VF4 etc,
loosely based on Dreamcast technology SH4 128bit Risc/2x Power VR2
It's no coincidence that Sega are writing software for 3 different hardware platforms, nice easy convertions to whatever console suits.
As an operator of over 250 coin operated machines I'm not exactly overjoyed at every new game being given a near simultaneous release.
Some of the 'filler' games such as Virtua Athletics/Virtua Tennis2/Sports Jam cost an operator like me £1200 for a GD Rom/Mask Rom and Secure Chip while the home user can buy the same and usually improved console game for £40.
