Shuttle XPC - fan problem in windows ?

I'm not sure if my Shuttle SN41G2 cpu fan is working correctly in windows (XP Sp1)...
BIOS
In the BIOS its set to increase speed when temps hit 48degC. If I set this to something lower, like 44degC and reboot the fan definitely starts working a medium speed, proving it works.
WINDOWS NORMAL USE
For normal desktop operations it runs at about 42degC so there no need for the fan to up speed.
WINDOWS GAMING
During prolonged game activity, say splinter cell, it will rise to 47-48degC All I hear is the fan kind of 'attempting' to switch up to medium speed, for a second then reverting back to low speed.
Question - is there anything in WinXP that could be blocking the correct working of the cpu fan ?
Do shuttle do any windows software that will allow me to alter / display BIOS settings like fan speeds, etc.. ?

Daz, are you sure it's not woking correctly ? Mine alwatys did that .. you get to > speedup temp, it spins up ( actually seems to overspeed, then settles down ), when you are back under temp it backs off some more...
I think you are just hearing the startup/overrun

Steve, it must settle just between normal and speed-up temp as I get this 'revving' kinda noise every so often.
What software do you use to monitor it ?
CPU=Athlon 2600+
